Austria has formally adopted new rules under the European Union’s Asylum and Migration Pact, just days before the system is set to take effect. The reform reshapes the EU’s asylum framework, aiming to make policies more uniform across member states while also tightening procedures, according to Kurier.
The pact replaces the long-standing Dublin III system with a new “Asylum and Migration Management Regulation.” While the core idea remains unchanged, requiring asylum seekers to apply in the first EU country they enter, the updated rules are designed to make it harder for people to move onward to other countries in search of protection. A new solidarity mechanism has also been introduced, allowing EU states to support countries under pressure either by accepting migrants or providing financial aid.
Austria will also expand the use of fast track asylum procedures. These will apply to people from countries considered safe or those with low approval rates, as well as in cases involving deception or security concerns. Under the new system, appeals against negative decisions will no longer automatically delay deportation, although courts may intervene in certain cases.
At Austria’s external borders, primarily Vienna Airport, new border procedures will allow authorities to process asylum claims within a limited timeframe. During this period, applicants will remain in transit zones and will not be allowed to enter the country.
Another key change is the introduction of “screening” procedures at the first point of contact. These checks will verify identity, assess personal circumstances, and determine which type of asylum process applies.
The reform also creates a new, third form of protection for people who do not qualify as refugees but still face serious risks, such as extreme poverty or lack of medical care. However, this status comes with restrictions, including no right to family reunification.
Family reunification itself will now be limited through a quota system in Austria, meaning approved refugees cannot automatically bring relatives unless spaces are available.
