LOWER AUSTRIA: Austria’s controversial headscarf ban has moved from debate to enforcement, with the first formal complaint now filed in Lower Austria. A 13 year old schoolgirl has become the first pupil reported for violating the rule, which forbids girls under 14 from wearing headscarves on school grounds. Her parents have been reported to the district authority after several warnings failed to change her behaviour, officials said, according to ORF News.
The regulation, which came into force at the start of the new school year, has now recorded its first concrete consequence. In the Neunkirchen district, the girl is said to have refused to remove her headscarf despite repeated reminders about the ban. According to the Lower Austria Education Directorate, the case began with a discussion between the student and her teacher. When that did not resolve the matter, the school administration intervened and held another meeting, this time with the parents in the room.
When the pupil continued to attend class wearing the headscarf, the case was passed to the regional Education Directorate. A further meeting was held at the local branch office, again with the parents present. Yet even this step apparently did not persuade the family to comply with the new requirement.
The parents were therefore formally reported to the authorities. Under the law, they could face a fine of between 150 and 800 euros. Officials said other cases are now at “various stages of the legally prescribed procedure,” and that more meetings at the Education Directorate are planned in the coming days.
Lower Austria’s governor, Johanna Mikl-Leitner (ÖVP), has again called for the maximum fine to be raised to 2,500 euros, arguing that a stiffer penalty would make people “think three times” before ignoring the rules. Education councillor Christiane Teschl-Hofmeister (ÖVP) said teachers and school leaders have been told to document every breach carefully, stressing that the aim is “uniform and consistent enforcement across all of Lower Austria.”
The law, passed by the ÖVP, SPÖ and NEOS, bans girls under 14 from wearing headscarves on school premises, in both public and private schools. In Vienna, 55 cases have so far been referred to the Education Directorate, with the most in Rudolfsheim-Five Houses (14) and Floridsdorf (11).
