Vienna’s Petra Bayr Makes History as New Chair of Europe’s Democratic Assembly

In a significant victory for Austrian politics, Social Democratic Party representative Petra Bayr has been elected as the new President of the Parliamentary Assembly of the Council of Europe (PACE), according to der Standard. The election took place Monday in Strasbourg, France, where Bayr secured a decisive first-round win with 164 votes against her opponent, Swedish conservative Victoria Tiblom, who received just 50 votes.

This appointment marks a historic moment for Austria and for European democracy. Bayr becomes the 36th president of PACE and only the fifth woman to hold this prestigious position since the assembly’s establishment. She follows in the footsteps of two previous Austrian politicians who led the organization: Karl Czernetz, who served from 1975 to 1978, and Peter Schieder, who held the position from 2002 to 2004.

The Council of Europe, which includes 46 member states, serves as the continent’s leading human rights organization. Unlike the European Union, which focuses primarily on economic and political integration, the Council of Europe dedicates itself to promoting democracy, protecting human rights, and strengthening the rule of law across the continent. PACE acts as the Council’s parliamentary dimension, bringing together representatives from national parliaments to debate crucial issues affecting European citizens.

Bayr’s one-year term, which can be renewed once, comes at a critical time for European democracy. In her inaugural address, the newly elected president emphasized the urgency of defending democratic values. “We must defend the rules-based world order against all resistance,” Bayr declared, according to her party’s statement.

She replaces Greek conservative Theodoros Rousopoulos, taking the helm as Europe faces numerous challenges, including threats to democratic institutions, human rights concerns, and geopolitical tensions. Bayr’s leadership will be tested as she guides the assembly through these turbulent times, working to unite representatives from diverse political backgrounds around shared democratic principles and human rights standards.
