US Lifts Restrictions on Key Indian Nuclear Entities to Enhance Energy Cooperation

In a significant policy shift, the United States has removed longstanding restrictions on three major Indian nuclear organizations: the Bhabha Atomic Research Centre (BARC), the Indira Gandhi Atomic Research Centre (IGCAR), and Indian Rare Earths (IRE). This development follows an announcement by U.S. National Security Advisor Jake Sullivan, who indicated that Washington was finalizing steps to eliminate barriers hindering civil nuclear collaboration between Indian and American firms.

The U.S. Bureau of Industry and Security (BIS) officially amended its Entity List, facilitating closer cooperation in advanced energy sectors, including joint research and development. Principal Deputy Assistant Secretary of Commerce for Export Administration, Matthew Borman, stated that this action aligns with the strategic direction of the U.S.-India partnership, aiming to secure more resilient critical minerals and clean energy supply chains.

This policy change is expected to reinvigorate the landmark India-U.S. civil nuclear agreement established in 2007, which had faced implementation challenges due to regulatory constraints and India’s stringent nuclear liability laws. The removal of these entities from the restrictive list is anticipated to pave the way for enhanced collaboration in civil nuclear energy, contributing to shared energy security goals.

The timing of this decision is notable, occurring just days before the inauguration of President-elect Donald Trump. It underscores a commitment to strengthening bilateral relations and advancing mutual interests in energy cooperation. The U.S. and India have previously agreed to construct six U.S. nuclear power plants in India, and this development may accelerate progress toward that objective.

The BIS emphasized that this move supports U.S. foreign policy objectives by reducing barriers to advanced energy cooperation, including joint research and development, and science and technology collaboration, toward shared energy security needs and goals.
